sinks, cesspools, drains or other sewage receptacles, or to sub-
mit to their sealing up or filling up same at the expense of
said owners, or occupants.

SEC. 5. And be it further enacted, That the Burgess and
Commissioners of Funkstown shall have full power and
authority to fix from time to time schedules of rates for the
use of said sewerage system and sewage disposal plant by the
owners and occupants of private residences and other build-
ings, and to collect said rates, which shall become a lien on
the property so served, in the same manner as taxes are now
collected. The funds thus received shall be first applied to
the cost of maintaining, operating and keeping in repair said
sewerage system, the balance at the end of each year to be
applied to the payment of the interest on the bonds, the issue
of which is hereinafter authorized to effect the purposes of
this Act, and to the payment of said bonds, as same shall fall
due, and for no other purpose whatsoever. However, should
the revenue derived from the collection of the rates above-
mentioned be inadequate for the successful maintenance and
operation of said sewerage system or for other good and suffi-
cient reason, the Burgess and Commissioners of Funkstown
are hereby authorized to levy from time to time such taxes
as may be necessary for the successful maintenance and opera-
tion of said sewerage system and sewage disposal plant.

SEC. 6. And be it further enacted, That the Burgess and
Commissioners of Funkstown be and they are hereby author-
ized and empowered to borrow on the faith and credit of the
town of Funkstown the amount of Fifty Thousand Dollars
($50,000) and from time to time to issue and sell bonds not
exceeding said sum of Fifty Thousand Dollars ($50,000), said
bonds to be signed by the Burgess o(f Funkstown and counter-
signed by the Town Clerk and with the corporate seal of said
town affixed thereto. The entire proceeds of such bonds, after
payment of costs of engraving and all other incidental costs
and expenses connected with the issuance of such bonds, shall
be used, either alone or in connection with any Federal or
State funds which may be made available, for the purpose of
constructing, installing, maintaining in working order and
operating the aforementioned sewerage system and sewage
disposal plant in the town of Funkstown, the said amount so
borrowed to be used for no other purpose whatsoever.

SEC. 7. And be it further enacted, That the said bonds
shall be issued in such denominations as shall be determined
by the said Burgess and Commissioners of Funkstown, shall
bear interest at a rate to be determined by said Commis-
sioners, not in excess of four per cent. (4%) per annum, pay-
