sioners may decide are needed to house any branch, division,
function, property or activity of the county, including, with-
out limiting the generality of the foregoing, fire engine
houses, police stations and the County Court House in Tow-
son, together with the acquisition and development of sites
therefor, the architectural and engineering services incident
thereto and the acquisition and installation of necessary
furnishings and fixed permanent equipment therefor.

SEC. 2. And be it further enacted, That, as an addition and
supplement to its corporate powers heretofore granted, the
County is hereby authorized and empowered to procure public
schools as above defined and to procure, maintain, own and
operate any or all of the public facilities above defined, it
being the intent hereof to confer upon said County all powers
and authority necessary or appropriate to enable it to carry
out its present programs for public facilities as contemplated
by the foregoing definitions, and to implement present plans
of the Board of Education of Baltimore County for the physical
development of the public school system, subject in each case
to such limitations as may be imposed by the Constitution or
public general laws of this State. The provisions of this Act
shall not be construed as mandatory upon the Board of Coun-
ty Commissioners of the County, which shall have full discre-
tion to exercise any of the powers hereby conferred or to
refrain from exercising any of them, and before exercising
any such powers said Board of County Commissioners may
require the board or official primarily charged with the mainte-
nance and operation of any public schools or public facili-
ties to furnish it with such information or data as it may, in
its sole discretion, decide to be an appropriate condition
precedent to a decision whether any of the powers hereby
conferred shall be so exercised.

SEC. 3. And be it further enacted, That in order to enable
the County to finance the public schools and public facilities
defined in Section 1 of this Act, said County is hereby granted
the power and authority to borrow not exceeding Twelve
Million Dollars ($12,000,000.00) for public schools and not
exceeding Four Million Dollars ($4,000,000.00) for public
facilities, both as above defined, and to evidence said borrow-
ing by the issuance of its general obligation serial maturity
bonds, upon the terms and conditions hereinafter set forth.
Before borrowing any money or issuing any bonds pursuant
to the authority of this Act, the Board of County Commis-
sioners of Baltimore County shall adopt a resolution describ-
ing the public schools or the public facilities, or both, for
which said borrowing is intended, the amount needed to
