rendered to this date, and it is found that the said sum of
money is and should be full and adequate compensation to the
State for the value of the said right of way heretofore granted
to the said County, exceeding in fact the amount the said
County saved in construction cost by the use of the said
right of way; and
WHEREAS, all State and Federal institutions and agencies
in Baltimore County, except Spring Grove State Hospital,
pay for the cost of sewer service to them, and no valid reason
exists why said annual and continuing service should be
rendered without payment to the County Commissioners of
Baltimore County, therefore
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
44 of the Annotated Code of Maryland (1939 Edition), title
"Hospitals—Maryland", sub-title "Spring Grove State Hos-
pital", said new section to be known as Section 9A, and to
follow immediately after Section 9 of said Article, and to
read as follows:
9A. The State of Maryland shall annually appropriate
and pay to the County Commissioners of Baltimore County
commencing and accounting from July 1st, 1949, the sum of
$5,487.53 as payment for the cost of sewer service to the
Spring Grove State Hospital, and proper provision shall
be made for the appropriations herein in all State budgets
after the budget for the present biennium from July 1st, 1947
through June 30, 1949.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

(House Bill 494)
AN ACT to repeal and re-enact, with amendments, Section
221G of Article 11 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Frederick County", sub-
title "Frederick City", and to change sub-heading from
"City Constables" to "Police", as said section was amended
by Chapter 619 of the Acts of 1943, relating to the Chief
of Police of Frederick City.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 221G of Article 11 of the Code of Public
