mentally incapacitated person, or habitual drunkard. This
section shall not be construed to modify or supersede the
present laws prohibiting the sales of alcoholic beverages
in Dorchester County without a license and all such laws,
with penalties provided for violation of the same, shall
remain in full force and effect as to all persons or corporations
except the Liquor Control Board created by this Act, which
shall have the powers herein granted.

SEC. 2. And be it further enacted, That at the next Special,
General or Congressional election held in said Dorchester
County there shall be submitted to the legal and qualified
voters of said County, the question of whether the sale of
all alcoholic beverages except beer in sealed packages or
containers for consumption off the premises shall be per-
mitted only by County Dispensary. At said election the
vote upon the above question shall be by ballot, and on the
ballots to be used, the Supervisors of Elections of said County
shall have printed on one line the words "For County Dis-
pensary System", and. on another line the words "Against
County Dispensary System", with a square opposite the right
end of each line so that each voter can indicate his or her
choice on said question. The said election shall be conducted
and the results thereof ascertained in accordance with the
Constitution and Laws of this State relating to elections. If
the majority of the votes cast on said question is "Against
County Dispensary System", then the provisions of this Act
shall be void and of no effect, but if a majority of the votes
cast is "For County Dispensary System", then this Act shall
become effective.

SEC. 3. And be it further enacted, That the provisions of
this Act making the Liquor Control Board of Dorchester
County the exclusive agency in Dorchester County for the
sale of certain alcoholic beverages in sealed packages or con-
"tainers for consumption off the premises shall take effect
thirty days after the adoption of this Act by the voters of
Dorchester County, and thereafter no off sale licenses for the
sale of such alcoholic beverages in said County shall be issued.

SEC. 4. And be it further enacted, That all Acts or parts of
Acts inconsistent with the provisions of this Act be and the
same are hereby repealed to the extent of such inconsistency.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
