ordinances submitting the whole or any part of this loan
to the legal voters of Baltimore City shall provide for the
expenditure of the proceeds thereof in accordance with
the provisions of the Charter of the Mayor and City
Council of Baltimore, and by the municipal agency desig-
nated in the Annual Ordinances of Estimates of the Mayor
and City Council of Baltimore.
SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
36 of Article 40 of the Annotated Code of Maryland
(1939 Edition), title "General Assembly", sub-title
"Legislative Council", as said section was amended by
Chapter 887 of the Acts of 1945, relating to the appoint-
ment of the Assistant to the Director of Research of
the Legislative Council.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 36 of Article 40 of the Annotated Code of
Maryland (1939 Edition), title "General Assembly", sub-
title "Legislative Council", as said section was amended
by Chapter 887 of the Acts of 1945, be and it is hereby
repealed and re-enacted, with amedments, to read as fol-
lows:
36. The appropriation for the Legislative Council,
which for budget purposes shall be treated as a Legisla-
tive expense, may be expended, in accordance with the
budget.
(1) To compensate the members of the Council at the
rate of twenty dollars for each day spent in attendance
at sessions of the Council, or of sub-committees thereof,
and actual traveling expenses incurred while so attending;
