which is opposite the name or names of the candidate or can-
didates to be voted for", and a black line shall be printed
immediately under the name of each candidate extending
to a square opposite the name of the candidate, and immedi-
ately following the names of the candidates for Councilmen
there shall be printed a sufficient number of black lines
extending to a square on which the voter may insert in writ-
ing the name or names of a candidate or candidates for
Councilman, if he so desires, which name or names may not
already be printed on the ballot, and the Mayor shall .appoint
three days prior to the holding of such election three qualified
voters of the town of Federalsburg to act as Judges, and
every person so appointed, before he open an election, shall
appear before a Notary Public for Caroline County and take
an oath "that he will faithfully and impartially permit every
person to vote at such election who shall be duly qualified,
and that he will not suffer any person to vote at such election
who shall not be legally qualified to vote", and in case of
failure of any of said person or persons so appointed to ap-
pear and qualify the Mayor shall issue a certificate to one or
more persons to act as such Judge or Judges, who shall qualify
as above, and they shall immediately after the election re-
turn .to the Clerk of Federalsburg under their hands the
number of votes cast and for whom cast, who shall file the
same at once and issue certificates of election to the person
or persons receiving the largest number of votes for the re-
spective offices, provided, that for the first election held under
this amended Charter the present Commissioners of Federals-
burg shall conduct the same in accordance with the provisions
of this Act.

185. Any person elected as Mayor or Councilman shall, be-
fore he enters upon the discharge of his office make oath be-
fore a Notary Public of Caroline County "that he will dili-
gently and faithfully, without favor, partiality or prejudice,
perform the duties of such Mayor or Councilman of said
town", and a certificate showing the taking of said oath shall
be returned by the said Notary Public and filed and recorded
among the proceedings of the said Mayor and Council of
Federalsburg.

186. The Mayor and Council shall meet the first Monday
of May following their election, and shall hold office for their
aforesaid terms of office from said date, and shall hold regular
meetings on the first Monday of each and every month there-
after which shall be open to the public, and may meet as often
thereafter as may be necessary to the proper discharge of their
official duties. The Mayor shall be the President of the Coun-
