property of Dorchester County as shall be necessary to
pay the interest on any bonds that may be issued and
outstanding hereunder as the same becomes due and pay-
able, and to pay and retire all of said bonds as they shall
mature.
SECTION 5. And be it further enacted, That the bonds
authorized hereunder are hereby specifically exempted
from all of the provisions of Section 35 and 36 of Article
31 of the Annotated Code of Maryland (1939), and all
amendments thereof and supplements thereto.
SECTION 6. And be it further enacted, That this Act
is hereby declared to be an emergency law and necessary
for the immediate preservation of the public health and
safety and having been passed upon by yea and nay vote,
supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its
passage.

CHAPTER 292.
(Senate Bill 318)
AN ACT to authorize the County Commissioners of
Kent County to borrow upon the faith and credit of
the County an amount not to exceed $1,000,000, and to
issue notes and/or bonds therefor, for the purpose of
making additions or alterations to existing school build-
ings, or to acquire land and construct new schools; to
provide for levy taxes to retire said notes and/or bonds;
to provide for a building committee to plan the construc-
tion work and control the disposition of the funds and
to repeal Chapter 958 of the Acts of 1945.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Chapter 958 of the Acts of 1945 be and it is hereby
repealed.
SEC. 2. And be it further enacted, That the County
Commissioners of Kent County be and they are hereby
authorized to borrow upon the faith and credit of said
County at such times and in such amounts as they are
directed by the Kent County Building Committee herein-
