SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary
for the immediate preservation of the public health and
safety, and being passed upon a yea and nay vote, sup-
ported by three-fifths of all the members elected to each
of the two houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 38.
(Senate Bill 119)
AN ACT to repeal and re-enact, with amendments, Section
821 of Article 11 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Frederick County", sub-title
"Treasurer", as said Section 821 was amended by Chapter
207 of the Acts of 1943, relating to the compensation of
employees in the office of the Treasurer of Frederick County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 821 of Article 11 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Frederick
County", sub-title "Treasurer", as said Section 821 was
amended by Chapter 207 of the Acts of 1943, be and it is
hereby repealed and re-enacted, with amendments, to read as
follows:
821. The said Treasurer is hereby authorized to appoint
a chief clerk at a salary of not less than fifteen hundred nor
more than twenty-four hundred dollars per annum and a
stenographer at a salary of not less than ten hundred eighty
nor more than two thousand dollars per annum, payable
monthly, the exact amount of said salaries to be fixed by the
said Treasurer, in his discretion; the County Commissioners
are hereby authorized and directed to levy a sum sufficient to
pay said salaries as fixed by the said Treasurer. And the said
County Commissioners are further authorized and directed
to levy a sum sufficient each year to pay the premium on the
bond required of the County Treasurer and to pay for the
same, and to levy not more than three hundred dollars per
year for legal fees, to be paid by said Treasurer.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
