c. The Commissioner may at any time, after a written
notice of not less than 20 days shall have been given to the
insurer, withdraw his approval of any such policy, applica-
tion, endorsement or rider form or premium rates applicable
thereto on any of the grounds stated in this section, during
which period, however, the insurer may request a hearing
upon such action. It shall be unlawful for the insurer to
issue such form or use it in connection with any policy after
the effective date of such withdrawal of approval. The notice
of any hearing called under this sub-section shall specify the
matters to be considered at such hearing and any decision
affirming disapproval or directing withdrawal of approval
under this section shall be in writing and shall specify the
reasons therefor.

d. Any order or decision of the Commissioner shall be sub-
ject to review, at the instance of any party in interest, in
accordance with the right of appeal as prescribed in Section
221 of Article 48A. In the case of disapproval or withdrawal
of approval of a form previously in use the court shall deter-
mine whether the filing of the appeal shall operate as a stay
of any such order or decision. The court may, in disposing
of the issue before it, modify, affirm or reverse the order or
decision of the Commissioner in whole or in part.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.

CHAPTER 272.
(House Bill 466)

AN ACT to repeal and re-enact, with amendments, Section 125
of Article 3 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Baltimore County", sub-title "County
Commissioners", and to add four new sections to said.
Article to be known as Sections 125A, 125B, 125C and 125D,
and to follow immediately after Section 125 of said Article,
relating to the meeting for the annual levy by the County
Commissioners and providing generally for a complete bud-
get system in Baltimore County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 125 of Article 3 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Baltimore County",
