district; and to provide for the manner of the expenditures
of the proceeds of said bonds.
WHEREAS, under the provisions of Chapter 662 of the Acts
of 1945, the Board of County Commissioners of Prince
George's County were authorized and directed to issue gen-
eral obligation bonds of said County in an amount not exceed-
ing $1,000,000.00, prorated annually, over the calendar years
1945 and 1946, and
WHEREAS, $500,000.00 in such bonds were issued by the
County Commissioners in 1945 in accordance with the said
Act, but whereas, because of current business conditions, the
money realized from the issuance of the said bonds in 1945
could not be fully expended in 1946', and because the issuance
of further bonds under the Act in 1946 would have meant
the acquiring of money which could not be expended prompt-
ly, and the payment of interest on funds which could not be
expended within a reasonable time, the County Commissioners
did not issue any bonds under the said Act in 1946, and
WHEREAS, therefore $500,000.00 worth of bonds authorized
under the said Act were never issued.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Prince
George's County are hereby authorized and directed to issue
bonds of the said County in the amount of Five Hundred
Thousand Dollars ($500,000.00), in accordance with the pro-
visions of Chapter 662 of the Acts of 1945, in the same man-
ner and under the same terms, for the same purposes and
under the same procedures as required in Chapter 662 of the
Acts of 1945; and the County Commissioners are authorized
to issue the bonds in one issue at any time during the years
of 1947 and 1948.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect from
the date of its passage.
