due during said year, and (c) an annual pro rata contribu-
tion to the sinking fund for all bonds and indebtedness of
the City of Cambridge not maturing serially, the Com-
missioners of Cambridge in making the annual levies herein
provided for, shall do so item by item, specifying the depart-
ment of the city for which the levy is made, and the amount
to be expended therein. They shall in the month of March
in each and every year by order noted in the minute book,
and a copy thereof served upon the town clerk, treasurer and
collector or any other official receiving and collecting revenue
for said city, require the said official to make a final settle-
ment with the town clerk, treasurer and collector, on or be-
fore the 30th day of June following. And the said Commis-
sioners shall not expend any more money in any fiscal year
than is levied or received by them from all sources of revenue,
due and owing to the said city. And any Commissioner or
Commissioners voting to authorize such expenditure in excess
of the amount levied or received as aforesaid shall be per-
sonally responsible for the payment of any sum or sums of
money paid in excess of the amount so levied or received.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and be-
ing passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date
of its passage.

(House Bill 159)

An ACT to repeal Sections 274 to 312, inclusive, of Article
6 of the Code of Public Local Laws of Maryland (1930
Edition), title "Caroline County", sub-title "Greensboro",
and to enact in lieu thereof Sections 274 to 309, inclusive,
revising the charter of the town of Greensboro in Caroline
County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 274 to 312, inclusive, of Article 6 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Caroline County", sub-title "Greensboro", be and they
