(8) Assist and advise the Board of Public Works and
other departments and agencies in the review and approval
of changes in plan, specifications or contracts for public
improvements;
(9) Assist the State Planning Commission in the devel-
opment of technical details necessary for the preparation
of the capital improvement program of the State and its
departments, institutions and other agencies;
(10) Assist the State Planning Commission in its re-
gional studies relating to land acquisitions, transfers, dedi-
cations, leases, etc.;
(11) Collect and maintain records of construction costs
and progress on all public improvements;
(12) Enforce the State Building Code after such time
as said Code is declared effective;
(13) Collect and maintain a complete and accurate file
of plats and surveys of the location and situation of all
public improvements; and
(14) Perform such other functions and duties as may
be delegated to it or requested of it by the Board of Public
Works.
8I. The Department of Public Improvements shall pre-
pare a Building Code prescribing standards of design, ma-
terials, equipment and construction to be observed in pub-
lic improvements. The Chief Engineer shall submit such
Building Code to the General Assembly for its approval
and enactment into law not later than the regular session
to be held in the year 1951. Prior to submission of such
Building Code, the Chief Engineer shall hold public hear-
ings on the same. He shall transmit to the General Assem-
bly at the time that the Building Code is submitted to it
for approval and enactment a transcript of the public
hearings and a report on the comments, suggestions and
criticisms developed at such hearings.
8J. The Chief Engineer shall, on or before the first
day of February of each year, file with the Governor a
report on the activities of the Department of Public Im-
provements during the preceding calendar year.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1947.
