tion the vote on the proposed amendment to the Constitu-
tion shall be by ballot, and upon each ballot there shall be
printed the words, "For Constitutional Amendment" and
"Against Constitutional Amendment", as now provided
by law, and immediately after said election due returns
shall be made to the Governor of the vote for and against
said proposed amendment, as directed by Article XIV of
the Constitution and further proceedings had in accord-
ance with said Article XIV.

CHAPTER 163.
(Senate Bill 153)

AN ACT to repeal and re-enact, with amendments, Section
65 of Article 1A of the Code of Public Local Laws of
Maryland (1930 Edition), title "City of Cumberland",
sub-title "Taxes", relating to the power of the Mayor
and City Council of Cumberland, under certain condi-
tions, to grant, renew or extend any contract exempting
the property of manufacturing companies from taxation.

SECTIONl. Be it enacted by the General Assembly of Maryland,
That Section 65 of Article 1A of the Code of Public
Local Laws of Maryland (1930 Edition), title "City of
Cumberland", sub-title "Taxes", be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:

(A) Said Mayor and City Council have the power to
make contracts exempting from city taxation the real and
personal property or capital stock of any manufacturing
company or enterprise desiring to locate in said City, and
as an inducement to the same to locate therein; provided,
that such contract to exempt the same shall be limited as to
time, and shall not exceed ten years.

(B) When in the opinion of the Mayor and City Council
of Cumberland the public welfare so requires that the
extension, growth and development of manufacturing en-
terprises and the like in the City of Cumberland be encour-
aged, the said Mayor and Council may grant a yearly exten-
sion to such exemption from taxes theretofore granted to
any such manufacturing enterprise, and the said Mayor
