GARRETT COUNTY
SENATE BILL 255

AN ACT to repeal and re-enact, with amendments, Section
507B of Article 12 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Garrett County", sub-title
"Sunday Observance", as said section was amended by
Chapter 285 of the Acts of 1939, providing that certain
receipts from exhibition of motion pictures on Sunday in
the town of Oakland shall be paid to the Garrett County
Memorial Hospital in Oakland.

This bill, by Public Local Law, levies a 5% tax on ad-
missions to motion picture shows conducted in Garrett Coun-
ty on Sunday. The bill will be vetoed, because Senate Bill
10, which will be approved, and which amends the State tax
upon admissions, delegates to counties and towns the right
to levy such an additional admission tax by ordinance or
resolution.

HARFORD COUNTY

HOUSE BILL 270

AN ACT to repeal and re-enact, with amendments, Section
38A of Article 25 of the Annotated Code of Maryland, title
"County Commissioners", sub-title "County Treasurers", as
the same was enacted by Chapter 972 of the Acts of the
General Assembly of 1945, relating to the compensation of
the Treasurer of Harford County.

This bill increases the annual salary of the County Trea-
surer of Harford County from $3,600.00 to $4,500.00 and
makes that increase applicable to the present incumbent of
that office.

For that reason the bill is clearly unconstitutional and
will be vetoed.

HEALTH
HOUSE BILL 387

AN ACT to add a new section to Article 43 of the Annotated
Code of Maryland (1939 Edition), title "Health", sub-title
"Common Drinking Cup", said section to be known as
Section 219A and to follow immediately after Section 219
of said Article, regulating the furnishing of straws, tubes
or other similar devices for drinking out of containers in
restaurants and other public places and providing penalties
for the violation thereof.
