HOUSE BILL 557

AN ACT to add a new section to Article 99 of the Annotated
Code of Maryland (1943 Supplement), title "Birds, Game
and Inland Water Pish", sub-title "Regulations for Taking
of Game and Fresh Water Fish in Non-Tidal Waters", said
new section to be known as Section 104A and to follow im-
mediately after Section 104 thereof, providing for the free
issuance of Angler's licenses to persons aged sixty-five years
and over.

This bill provides that a gratis fishing license be issued
to residents of the State of Maryland sixty-five years and
over. The Game and Inland Fish Commission are opposed
to the bill on the ground that it sets a bad precedent for
other groups who will eventually request gratis hunting li-
censes. At their request, the bill will be vetoed.

FREDERICK COUNTY
HOUSE BILL 908

AN ACT to add a new section to Article 11 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Fred-
erick County", to be under a new sub-title "Moving Pic-
tures", said new section to be known as Section 609, and
to follow immediately after Section 608 of said Article, re-
lating to the showing of moving pictures on Saturday
afternoon in Frederick County.

Under Article 66A of the Code, the Maryland State Board
of Motion Picture Censors have authority to disapprove such
motion pictures as are sacrilegious, obscene, indecent, inhu-
man or immoral or such as tend, in the judgment of the
Board, to debase or corrupt morals or incite to crime.

This bill enacted as a local law of Frederick County would
seek to impose upon the Board the duty of determining audi-
ence classification of the motion pictures it reviews, otherwise
no pictures could be shown in Frederick County on Saturday
afternoon. If the duties of the Board are to be changed, it
should be accomplished by a change in the General Law and
not by local act.

For the above reasons the bill will be vetoed.
