ANNE ARUNDEL COUNTY
HOUSE BILL 812

AN ACT to add a new section to Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Anne
Arundel County", to be under sub-title "Schools", said new
section to be known as Section 456 and to follow immedi-
ately after Section 455 of said Article, relating to the dis-
position of certain funds received by Anne Arundel County
and the City of Annapolis from certain revenues collected
from the conduct of racing, license fees, recordation tax,
State tax on admissions and from the revenue produced by
the percentage of increase in the income tax collected by
the State and payable to the several Counties and munici-
palities.

This bill departs from the recommendations of the Sherbow
Commission for the distribution of revenues to. the counties
and municipalities, in that it requires that the revenues de-
rived from the conduct of racing, from license fees, except
fees for the sale of alcoholic beverages, recordation tax,
amusement tax and the revenue produced by the increase in
the income tax be placed in a special fund for school pur-
poses, in Anne Arundel County.

The City authorities in Annapolis have objected to the
diversion of the portion of the revenues that would otherwise
have been paid to them which is estimated in the amount of
about $34,000.00 and while I do not seek to substitute my
judgment for that of the delegation from Anne Arundel
County, I do believe that the City of Annapolis is entitled
to consideration because of the fact that so much property
within the corporate limits has been and may continue to be
taken over by the Federal and State Governments, that the
City is entitled to particular consideration in this respect
at the hands of the State.

For that reason the bill will be vetoed.

AN ACT to repeal and re-enact, with amendments, Section
29A of Article 10 of the Annotated Code of Maryland
(1943 Supplement), title "Attorneys at Law and Attor-
neys in Fact", sub-title "Who May Not Practice Law",
making it unlawful for certain officials of Wicomico County
to practice law with regard to their respective offices.
