troller honor or pay said refund claimed, anything in Sec-
tion 162A of this Article to the contrary notwithstanding.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate presrvation of the public health and safety and hav-
ing been passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 147.
(Senate Bill 29)
AN ACT to add a new section to Article 4 of the Code of Public
Local Laws of Maryland and Baltimore City Charter (1938
Edition), title "Baltimore City", sub-title "Judges of the
People's Court", said new section to be known as Section
716FA and to follow immediately after Section 716F of said
Article, conferring power and authority on the Judges of
the People's Court to punish for contempt, under certain
conditions.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 4
of the Code of Public Local Laws of Maryland and Baltimore
City Charter (1938 Edition), title "Baltimore City", sub-title
"Judges of the People's Court", said new section to be known
as Section 716FA, to follow immediately after Section 716F of
said Article, and to read as follows:
716FA. (a) The Judges of the People's Court shall have
power and authority to enforce obedience to their orders and
judgments by attachments, and to inflict punishment for con-
tempt of court by a fine not exceeding in any one case the sum
of Fifty Dollars ($50.00); all of which fines shall be paid
to the Chief Constable of the People's Court to be by him
paid over to the Mayor and City Council of Baltimore, and im-
prisonment in default of payment of such fine shall be imposed
to the same extent as in the case of other fines; provided, how-
ever, that the power aforesaid to punish for contempt shall
not be construed to extend to any cases arising in People's
Court, except those set forth and provided in Section 4 of
