sion, he shall, together with the Chairman of the Com-
mission, execute all contracts entered into by the Com-
mission which are legally authorized.
(3) (Director—Delegation of Powers to.)
The Commission may, by written order filed in its office,
delegate to the Director any of the ministerial powers or
duties vested in or imposed upon it by this Act. Such dele-
gated powers or duties may be exercised by the Director
in the name of the Commission. The Director shall be
removable from said office at the discretion of the Com-
mission for malfeasance, misfeasance or nonfeasance, said
removal to be determined by a majority vote of the mem-
bers of the Commission.
(4) (Other Employees—Appointments.)
The Director shall appoint, subject to the approval of
the Commission, such experts, field and office assistants,
clerks, and other employees as may be required and author-
ized for the proper discharge and the functions of the
Commission. The salaries or compensation of such experts,
field and office assistants, clerks, and other employees shall
be as provided in the State budget.
(c) (Attorney—Appointment of.) The Attorney Gen-
eral of Maryland shall be the legal adviser and representa-
tive of the Commission and shall represent the Commission
in all actions in law and in equity relating to or concerning
the activities of the Commission in the courts of this State,
any other State, or in any court of the United States
of America.
(d) (Commission Organization, Meetings, Reports.)
The Commission is authorized to make such rules and regu-
lations for its administration not inconsistent herewith as
it may deem expedient and may from time to time amend
such rules and regulations. The Commission shall main-
tain a regular office in the City of Baltimore or vicinity
where it shall hold meetings at regular intervals. Three
members shall constitute a quorum and no action shall be
taken by less than the majority of the Commission. Special
meetings may be called as may be provided for by the
rules and regulations of the Commission. In addition to
the regular meetings held at the Commission's established
offices, whenever the convenience of the public or the
interested parties may be promoted, or delay or expense may
be obviated, it may hold meetings, hearings, or proceed-
ings at any other place designated by it. The Commission
shall report to the Governor, on or about December 1st
