writing from the manufacturer of such vehicles or from
an authorized distributor of such vehicles.

54. (Right to Application for and Issuance of Dealer
Registration Plates and Used Car Dealer Registration
Plates.) Dealer registration plates shall be issuable only to
dealers as that term is defined in this Article. Used car
dealer registration plates shall be issuable only to used car
dealers as that term is defined in this Article. No dealer
shall be entitled to obtain dealer registration plates and no
used car dealer shall be entitled to obtain used car dealer
registration plates unless 1) the applicant's said business is
conducted at a fixed location in a substantial building in
which the books of account and records of said business
are maintained and kept; 2) the said business of the appli-
cant is the only or the principal business conducted on the
said premises; 3) the said building is adequate and appro-
priate for the business so conducted by the applicant;
4) the applicant maintains and operates a service shop
equipped for reasonably adequate and proper servicing of
the vehicles to be sold by the applicant, or, in the alter-
native, the applicant has an extant contract which requires
such servicing to be furnished at a reasonably convenient
location to the purchasers of vehicles from the applicant;
and 5) the applicant is registered with the Department.

All such registrations shall be made upon application on
forms to be provided by the Department, upon which the
applicant shall set forth under oath the name of the appli-
cant; the applicant's trade name, if any; the place of
incorporation if the applicant be incorporated, together
with the names and addresses of its officers and directors;
the location in the State of Maryland of each place where
the applicant conducts such business; the location in the
State of Maryland of each place, if any, where motor
vehicles are stored for the applicant; the nature of the
applicant's said business (manufacturer's sales branch or
agency, distributor, dealer, or used car dealer), and, except
if the applicant be a used car dealer, the make, brand or
trade name of the motor vehicles which the applicant is
authorized to distribute or deal in. Such application shall
also affirmatively set forth that the applicant has all the
prerequisites which entitle the applicant to obtain the reg-
istration plates applied for; and if the applicant be required
by the definition of "dealer" to operate under an appoint-
ment in writing, the applicant shall attach to the applica-
tion an exact copy of such appointment, together with a
statement that said appointment is not expired or revoked.
