or otherwise improving any of such streets, roads or lanes, it
shall be the duty of said Board of Managers to make the assess-
ment against the abutting property owners, to provide the
funds for and cause to be performed the necessary work or
construction to be done in accordance with the provisions
herein provided. And provided further, that this section shall
not apply to repairs to macadamized streets, sidewalks, cross-
ings and gutters.

81. For the purpose of making the improvements provided
for in Section 80 of this sub-title or for making improvements
from time to time other than maintenance and repairs, the
said Board of Managers is hereby authorized and empowered
to borrow money and otherwise contract indebtedness and
obligate said Chevy Chase Village, in amounts not exceeding
in total at any time three (3) per cent of the assessed valua-
tion of the real property within said Chevy Chase Village.

82. Said Board of Managers shall not expend for material
or work a sum exceeding Nine Hundred Dollars ($900) with-
out having first advertised the specifications therefor and
inviting bids for the same, after which said Board of Man-
agers may purchase such material or make contract for such
work, or have such work done by employed labor, or other-
wise as it may deem best. And provided further, that said
Board of Managers may make contracts after due advertise-
ment for lighting or supplying said village with water for
periods of five years, but for no longer period at a time. And
provided further, that no member of said Board of Managers
shall furnish any supplies of any kind or contract in any
manner with said Board of Managers.

83. The said Board of Managers, subject to the approval of
the Board of County Commissioners, may adopt such regula-
tions with respect to dumping of garbage, sanitation, erection
of buildings, tearing up of streets, speed regulations, care of
property, removal of snow, ice, or other police or health regu-
lations, and provide penalties for the violation thereof, as said
Board of Managers may deem proper, which regulations shall
be enforced by or through said Board of Managers.

84. Said members of the Board of Managers for the pur-
pose of making contracts, acting for the said village, or
otherwise incurring liabilities in the performance of the
duties provided by this Act, shall be considered in law as
acting for the said Chevy Chase Village, and are not to be
held individually or personally liable in connection there-
with.
