In addition to the members so appointed, the persons hold-
ing the following positions shall also serve as members of
said Advisory Council on Hospital Construction: the Di-
rector of the Department of Health of Maryland; the Com-
missioner of Mental Hygiene of Maryland; two members of
the Committee on Medical Care of the Maryland State Plan-
ning Commission, designated by said Commission; and the
Commissioner of Health of Baltimore City.
SEC. 2. (Severability.) If any provision of this Act, or the
application thereof to any person or circumstance shall be held
invalid, such invalidity shall not affect the provisions or
applications of this Act which can be given effect without
the invalid provision or application, and to this end the pro-
visions of this Act are declared to be severable.
SEC. 3. (Repeal.) All Acts, or parts of Acts, which are in-
consistent with the provisions of this Act are hereby repealed.
SEC. 4. And be it further enacted, That this Act shall take
effect June 1, 1947.

AN ACT to repeal and re-enact, with amendments, Section
20 of Article 31 of the Annotated Code of Maryland (1943
Supplement), title "Debt—Public", sub-title "Public
Works", as said Section 20 was amended by Chapter 645
of the Acts of 1945, relating to the time during which
bonds may be issued for public works by political sub-
divisions of the State and the purposes for which said
sub-divisions may accept assistance of any agency of the
Federal Government.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 20 of Article 31 of the Annotated Code
of Maryland (1943 Supplement), title "Debt—Public", sub-
title "Public Works'', as said Section 20 was amended by
Chapter 645 of the Acts of 1945, be and it is hereby repealed
and re-enacted, with amendments, to read as follows:
20. The powers conferred by this sub-title shall be in addi-
tion and supplemental to the powers conferred by any other
