Town Council of Cheverly shall have the discretion and final
determination as to the construction of all of said work,
notwithstanding such petition.
SEC. 2. And be it further enacted, That this Act shall not
become effective until it shall have been submitted to the quali-
fied voters of the Town of Cheverly, in Prince George's County,
at the next regular municipal election, or at a special election
to be held on such date as shall be determined by the Mayor
and Common Council of said Town. There shall be printed on
the ballots to be used at said election, the title of this Act
and underneath said title on separate lines, a square or box
the right of and opposite the words "For Roadway Construc-
tion Loan" and a corresponding square or box to the right of
and opposite the words "Against Roadway Construction
Loan", so that the voters shall be able to designate by a cross
mark in the proper square or box his or her decision for or
against said proposed roadway construction loan. Tf a ma-
jority of the votes cast on said question shall be "For Road-
way Construction Loan", then this Act shall become imme-
diate effective. If a majority of the votes cast thereon shall
be "Against Roadway 'Construction Loan", then this Act
shall he null and void and of no effect whatsoever.
SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety, and
having been passsed by a yea and nay vote, suported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the date
of its passage.

AN ACT to repeal Sections 94A to 94R, inclusive, of Article
23 of the Code of Public Local Laws of Maryland (1930
Edition), title "Wicomico County", sub-title "Hebron", and
to enact in lieu thereof 43 new sections to be known as
Sections 94A to 94Z, inclusive, and Sections 94AA to 94AQ,
inclusive, of said Article; said new sections defining the
boundaries of Hebron, providing for its government by
Commissioners; and defining the rights, powers, duties
