(d) In case a person shall lose his hunter's license, and
tag, he may make affidavit as to date of issuance, number,
description as provided therein, giving name of clerk or agent
who issued said license and with this information the Com-
mission is authorized to issue a duplicate hunting license
and tag or license or tag at the cost of Seventy-five Cents
(75c). The Commission is hereby authorized to issue an-
nually, not to exceed twenty (20) complimentary hunter's
licenses and tags to the following persons: (a) the Chief
Executive of the United States, (b) the Governor of any
State, (c) to authorized officials of the game and fish depart-
ments of other States. Such license shall not be transferable,
and shall be issued without fee on such form as the Com-
mission may designate.

17. (Who May Hunt Without License.) The owner of
farmlands, his children or spouses of children, or tenants, or
children or spouses of children of such tenants residing on
said farmlands shall, without procuring such license, have
the right to hunt said enumerated game during the open
season for the same on the said farmlands of which he or
they are bona fide owners, children or spouses of children
of such owners, or tenants, or children or spouses of children
of such tenants. The term "tenant" shall mean a person who
holds land under a lease, or as a share-cropper, and resides
in a dwelling on the farm or lands, but shall not include
any employee of either the owner or the tenant. Provided
that in Frederick County a regularly employed month-hand
who is employed by the owner or tenants of farmlands and
who is a resident and voter in Frederick County shall have
the same privileges as a tenant.

20. (Hunting License Required to Hunt Wild Water
Fowl.) All persons hunting wild water fowl on any of the
land or waters of this State must first procure a hunter's
license to so hunt, shoot, or kill. Local licenses issued to
residents of Harford and Cecil Counties shall be valid for
the killing of water fowl on the Susquehanna Flats.

Penalty for violation of this section shall be the same
as that provided in Section 19 of this Article, for hunting
without a license.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
