SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 331 of Article 56 of the Annotated Code of
Maryland (1939 Edition), title "Licenses", sub-title "Dog
Licenses in the Counties", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
331. Any person violating or refusing to comply with any
of the provisions of this sub-title shall be guilty of a misde-
meanor, and upon conviction thereof before any Justice of
the Peace of the county in which he resides, or in the Circuit
Court of said county, shall be fined a sum of not less than
five dollars nor more than twenty-five dollars or shall be
imprisoned in the county jail for not more than thirty days,
or shall be both fined and imprisoned in the discretion of the
court. It shall be the duty of the State's Attorney, the Sheriff
and the constables of the several counties of the State to prose-
cute all persons found violating the law by refusing to comply
with its provisions. Provided that nothing in this sub-title
shall apply to the City of Baltimore, the City of Cambridge
or to the City of Crisfield.
SEC. 2. And be it farther enacted, That this Act shall take
effect June 1, 1947.

AN ACT to add a new section to Article 16 of the Annotated
Code of Maryland (1939 Edition), title "Chancery", sub-
title "Non Compos Mentis", said new section to be known
as Section 124A and to follow immediately after Section 124
of said Article, and to repeal and re-enact, with amend-
ments, Section 134 of said Article and title, relating to the
use of the Sheriff's Jury in determining mental competency.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
16 of the Annotated Code of Maryland (1939 Edition), title
"Chancery", sub-title "Non Compos Mentis", said new section
to be known as Section 124A, to follow immediately after
Section 124 of said Article, and that Section 134 of said
Article and title be and it is hereby repealed and re-enacted,
with amendments, and all to read as follows:
