CHAPTER 746.
(House Bill 421)
AN ACT to add a new section to the Montgomery County
Code (1939 Edition), being Article 16 of the Code of Public
Local Laws of Maryland, title "Montgomery County", sub-
title "Drummond", said new section to be known as Section
294A, and to follow immediately after Section 294 of said
Article, providing that a certain area now embraced in the
special taxing area of the village of Drummond be removed
from said special taxing area of said Village of Drummond,
and providing that such removal shall not release the prop-
erty in said area so removed from the effect of bonds or
other indebtedness heretofore incurred.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the
Montgomery County Code (1939 Edition), being Article 16.
of the Code of Public Local Laws of Maryland, title "Mont-
gomery County", sub-title "Drummond", said new section to.
be known as Section 294A, to follow immediately after Sec-
tion 294 of said Article, and to read as follows:
294A. On and after the effective date of this Act, the fol-
lowing described area shall no longer be included within the
special taxing area of the Village of Drummond, Montgomery
County, Maryland: Lots numbered One (1), Two (2), and
Three (3) in the Village of Drummond, located at the south-
west corner of Wisconsin and Hunt Avenues.
The owner or owners of the property in said area shall not
hereafter be levied upon for taxes applicable only to the spe-
cial taxing area of the said Village of Drummond, nor shall
any indebtedness of said special taxing area, incurred after
the effective date of this Act, be a lien upon the area so re-
moved from said special taxing area; provided, that, any-
future levy for any bond or indebtedness of said special taxing
area, incurred before the effective date of this Act, or any
extension, refinancing or renewal thereof, shall include the
owners of and be a lien upon the property within said ex-
cluded area; provided, however, that nothing herein contained
shall be construed to relieve either the owner or the property
in said area from the obligation of the tax levy of July 1.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
