CHAPTER 745.
(House Bill 413)

AN ACT to add three new sections to Chapter 935 of the Acts
of the General Assembly of 1941, title "Harford County",
sub-title "Havre de Grace", known as the Charter of the
City of Havre de Grace, said new sections to follow Section
138, and to be known as Sections 138A to 138C, inclusive,
(same to be also new sections to the "Laws of Harford
County" of Higonbothom's Edition of 1942, following Section
388, and to be known as Sections 388A to 388C, inclusive) ;
providing generally for the regulation in the City of Havre
de Grace of taxicabs and their owners and operators by the
Mayor and City Council of Havre de Grace, and providing
for the regulation and fixing of rates in Havre de Grace to
be charged for the transportation of passengers by said
taxicabs and their owners and operators, by the Mayor and
City Council, and providing penalties for violation of such
regulations.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That three new sections be and they are hereby added to
Section 138 of Chapter 935 of the Acts of the General Assem-
bly of 1941, title "Harford County", sub-title "Havre de Grace",
to be under a new sub-title "Taxicabs", said new sections to be
known as Sections 138A, 138B and 138C, to follow immediately
after Section 138 of said Chapter 935 of the Acts of 1941
(same to be also new sections to the "Laws of Harford County"
of Higinbothom's Edition of 1942, following Section 388, and
to be known as Sections 388A, 388B and 388C, inclusive)
and to read as follows:

TAXICABS

138A. The term "taxicab" as used in this sub-title shall

embrace any motor vehicle for hire, designed to carry seven
persons or less, including driver, operated upon any public
street or highway in the City of Havre de Grace, or, on call
or demand, accepting or soliciting passengers indiscriminately
for transportation for hire between such points along public
streets or highways in this State, as may be directed by the
passenger or passengers so being transported; providing that
nothing in this sub-title shall be construed to include as a
taxicab, a motor vehicle operated, with the approval of the
Public Service Commission, on fixed routes and schedules.

138B. In order to protect the public health, safety and

welfare of the citizens of Havre de Grace and other persons
