(p) To fix the allowance or compensation to the Sheriff
or other person for boarding and keeping prisoners in the
County Jail.
(q) To provide for the appointment of County Police and
to prescribe their duties and fix their compensation, but
said Commissioners may appoint a Special Commission or
Commissioner to be in charge of said County Police.
(r) No act, ordinance or resolution shall he adopted by
the County Commissioners, under the powers conferred by
this section, until ten days after a copy of such proposal has
been advertised, in one or more newspapers of general circu-
lation published in the County, at least once a week for
three weeks with a date therein specified, giving an oppor-
tunity for hearing any protests or obligations thereto.
2B. (a) A copy of all acts, ordinances and resolutions
adopted or passed by the County Commissioners of any
county under the authority of Section 2A, certified by the
President of the Board of County Commissioners and attested
by the Clerk to said Board, shall be filed with the Clerk of
the Court of said County, who shall record and index the
same without charge in a volume to be provided for the pur-
pose by the County Commissioners.
(b) No act, ordinance or resolution shall become effective
until a copy thereof shall have been filed with the Clerk of
the Court of the County. Any act, ordinance or resolution
filed as herein required, shall he admissible as evidence in
any court proceeding upon certification by the said Clerk
of the Court.
SEC. 2. And be it further enacted, That if any paragraph
or provision of this Act shall be held invalid, such invalidity
shall not affect the other paragraphs or provisions.
SEC. 3. And be it further enacted, That the provisions
of this Act as set forth in Section 1 hereof are intended to
supplement or to supply authority in the County Commis-
sioners of the various counties to do and perform various
acts, matters and things not otherwise provided for by law. In
any County where there shall already exist authority under
any Public Local Law to do or perform any matter, act or
thing referred to in Section 1 of this Act, said Public Local
Law shall prevail and completely control the acts and pro-
cedure of said County Commissioners unless said Public
Local Law is more restrictive than the authority granted
under this Act, in which event this Act shall be deemed to
