to the inspection of the public, and the examination papers
and service records or ratings shall be open to inspection
of the respective members of the Department or applicants
for appointment.
(b) The Police Commissioner shall make all appointments
and promotions in the Police Force, except Inspectors of
Police, Police Surgeons, and the Secretary of the Police
Commissioner and his assistants, from such graded lists.
Candidates shall be considered and shall be promoted or
appointed, in the discretion of the Commissioner, provided,
however, that the Commissioner must appoint or promote
from the first ten (10) names on any list. When such nomi-
nated list of ten (10) names is exhausted through appoint-
ment or promotion by the Police Commissioner a new nomi-
nated list of ten (10) names shall be supplied by the Per-
sonnel Officer. Applicants may be removed from the nomi-
nated list by the Personnel Officer at any time for cause as
set out in Section 890B of this Article.
890. (a) Intending competitors for appointment to said
police or for promotion therein shall file in the office of
the Examining Authority, a reasonable length of time before
the date of any examination, a formal application, in which
the applicant shall state under oath:
(1) His full name and residence.
(2) His age, the place and date of birth.
(3) His health and physical capacity for the position to
which he aspires.
(4) If an applicant for appointment, his business or em-
ployment, and residence for at least the previous tive years.
(5) Such other information as may reasonably be re-
quired touching the applicant's merit and fitness for service
on or promotion in the said Police Force,
(b) Blank forms for such applications shall be furnished by
the Examining Authority, without charge, to all persons re-
questing, the same. The applicant shall file with the Exam-
ining Authority in connection with this application, such
certificates of citizens, physicians, public officers or others
having knowledge of the applicant, as the Examining Auth-
ority may require. The Examining Authority shall refuse
to examine an applicant, or after examination to certify an
eligible who is found to lack any of the established pre-
liminary requirements for the examination or position to
which he applies; or who is physically so disabled as to be
