(1939 Edition and 1943 Supplement), title "Deaf, Dumb
and Blind", sub-title "Public Assistance to the Needy
Blind", Sections 15 and 19 having been amended by
Chapter 334 of the Acts of 1945, increasing the awards
which may be made under said Article, relating to recip-
rocal arrangements with other States, the payment of
assistance to inmates of public institutions under certain
conditions and the procedure to be followed where there
are not sufficient funds to meet all claims.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That sub-sections (a) and (e) of Section 15 and Sec-
tions 16, 19, 25 and 26 of Article 30 of the Annotated Code
of Maryland (1939 Edition and 1943 Supplement), title
"Deaf, Dumb and Blind", sub-title ''Public Assistance to the
Needy Blind", Sections 15 and 19 having been amended by
Chapter 334 of the Acts of 1945, be and they are hereby
repealed and re-enacted, with amendments, to read as
follows:
15. (Eligibility for Public Assistance to the Needy Blind.)
Public Assistance shall be granted under this sub-title to any
person who
(a) Lost his eyesight while a resident of the State, or
shall have resided in the State continuously for a period
of three years immediately preceding the filing of the appli-
cation for public assistance; provided, however, that the State
Department is authorized and empowered to make reciprocal
arrangements with other States to waive residence require-
ments when, in their judgment, the same is deemed necessary,
so long as the waiver does not invalidate Federal matching.
(c) Is not an inmate of any public institution at the time
of receiving assistance. An inmate of such institution may,
however, make application for such assistance, but the as-
sistance, if granted, shall not begin until after he ceases
to be an inmate. In the event that future Federal legislation
should make possible the grant of assistance to inmates of
public institutions, the limitations set forth in this sub-section
may be rendered null and void by rule and regulation of the
State Department, if it is found desirable to conform thereto.
16. (Amount of Assistance.) The amount of public as-
sistance to the needy blind which any recipient shall receive
shall be determined by the County Board with due regard
to the available resources and necessary expenditures of the
individual and the conditions existing in each case, and shall
be sufficient, when added to all other income and support
