at large. In making said appointments the Mayor shall
appoint one member from each ward affiliated with the
party receiving the highest number of votes In the last
municipal election in said City, and one member from each
ward affiliated with the party receiving the next highest
number of votes in said election, one member at large af-
filiated with the party receiving the highest number of
votes at said election, and one member at large affiliated
with the party receiving the next highest number of votes
in said election. It shall be the duty of the said Commission
to make a careful study of the present charter of Hagers-
town and either revise or recodify the present charter
or prepare an entirely new charter. The charter as re-
vised and recodified by said Commission or the proposed
new charter, if the Commission decides to submit a new
charter, shall be submitted as so revised or prepared with-
out change or modification to the voters of Hagerstown at a
special election before the next general municipal election
or at the next general municipal election following the
completion of the work of said Commission. If said pro-
posed amended charter or new charter, as the case may be,
is approved by a majority of the voters voting thereon
then it shall become effective when and as provided there-
in.

The Mayor and City Council of Hagerstown shall pro-
vide for the publication and advertisement of the charter
as proposed to be amended or new charter as submitted,
and shall also make provision for any expenses necessary
for the work of said Commission. The Commission as here-
in authorized shall be appointed not later than September
1, 1947.

SEC. 2. And be it further enacted, That this act shall
take effect June 1, 1947.

(Senate Bill 451)

AN ACT to authorize and empower the County Commis-
sioners of Dorchester County to borrow at one time, or
from time to time, upon the faith and credit of said
Dorchester County a sum not to exceed a total of
Eighty Five Thousand ($85,000.00) Dollars by the is-
