427A. The Mayor and Town Council of Oakland shall
have power, in their discretion, to provide, by ordinance,
for retirement pensions for employees and officers whose
compensation is paid by the Mayor and Town Council
of Oakland, and for whom pensions are not otherwise
provided, and may, in their discretion, establish and main-
tain a general retirement or pension system for such
employees and officers, and to appropriate and expend such
sums as may be necessary to pay said pensions and all
expenses in connection with said pensions or pension
system.

SECTION 2. And be it further enacted, That this Act
is hereby declared to be an emergency law and necessary
for the immediate preservation of the public health and
safety, and having been passed by a yea and nay vote,
supported by three-fifths of all the members of each of
the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 582.
(Senate Bill 413)

AN ACT to add seven new sections to Article 13 of the
Code of Public Local Laws of Maryland, as amended by
Chapter 908 of the Acts of 1943, title "Harford County,"
sub-title "Aberdeen-(Zoning)," said new sections to be
known as Sections 62 to 68, inclusive, and to follow im-
mediately after Section 61 of said Article, authorizing
and empowering the Commissioners of Aberdeen to
adopt a comprehensive plan of zoning regulations and
restrictions affecting the erection, construction, recon-
struction, alteration, repair and use of buildings, struc-
tures and land within said Town; authorizing and em-
powering the said Commissioners to adopt, within said
Town regulations and restrictions affecting the use of
land and buildings for trade, industry, residence and
other purposes, the height of buildings and other struc-
tures, the size of yards, courts and other open spaces;
to provide for appeals to the Circuit Court of Harford
County; to provide penalties for the violation of regula-
tions and restrictions; to provide for the levying in each
zone, an amount for expenses of administering this Act;
