Annual Ordinances of Estimates of the Mayor and City
Council of Baltimore.

SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 99.
(Senate Bill 104)

AN ACT to add a new sub-section to Section 7 of Article
81 of the Annotated Code of Maryland (1943 Supple-
ment), title "Revenue and Taxes," sub-title "Ordinary
Taxes. What Shall Be Taxed and Where," said new
Sub-section to be known as Sub-section (32) and to
follow immediately after Sub-section (31), to exempt
certain motor vehicles from taxation as personal prop-
erty, to repeal Section 27B of Article 6614 of the Anno-
tated Code of Maryland (1943 Supplement), title "Motor
Vehicles," sub-title "Administration—Registration—
Titling," as said Section 27B was enacted by Chapter 753
of the Acts of 1945, and to repeal Sections 277, 278, 279,
280 and 281 of said Article 66 1/2 of the Annotated Code
of Maryland (1943 Supplement), title "Motor Vehicles,"
sub-title "Operation of Vehicles Upon Highways," as
said Section 280 was amended by Chapter 816 of the
Acts of 1945 in so far as said sections 27B, 277, 278,
279, 280 and 281 apply to the procedure for collecting
personal property taxes on certain motor vehicles, and
to repeal Sections 74, 75 and 76 of Article 66 1/2 of the
Annotated Code of Maryland (1943 Supplement), title
"Motor Vehicles", sub-title "Administration—Registra-
tion—Titling", and to enact in lieu thereof three new
Sections to be known as Sections 74, 75 and 76 of said
Article and to follow immediately after Section 73 of
said Article, relating to registration fees of motor vehi-
cles and special charges or fees and refunds and to
authorize the Commissioner of Motor Vehicles and the
State Roads Commission of Maryland to adopt rules and
regulations in connection therewith.
