towns of Oakland, Accident, Friendsville, Kitzmiller and
Grantsville and in any other community or communities
requiring such new buildings, additions, and/or improve-
ments as the advisory committee and the County Commis-
sioners recommend. The said County Commissioners shall
appoint building committees in Oakland, Grantsville,
Friendsville, Kitzmiller and Accident and any other com-
munity or communities requiring new buildings or improve-
ments to advise the said Commissioners as to the con-
struction of school buildings in said towns or in making
improvements or additions to existing buildings.

SEC. 6. And be it further enacted, That the County
Commissioners shall have the power to enter into such
contracts as they may deem necessary for the construction
or improvement of school buildings or in making additions
to existing school buildings, and for this purpose may also
employ such architects and other professional personnel as
may be necessary. All plans for new school buildings and
remodeling of old school buildings shall be subject to the
approval of the State Superintendent of Schools.

SEC. 7. And be it further enacted, That for the pur-
pose of paying interest on said notes and/or bonds and for
redeeming said notes and/or bonds as they mature, the
County Commissioners of Garrett County shall annually
levy a tax upon the assessable property of said County
sufficient to pay the annual interest on said notes and/or
bonds and to redeem said notes and/or bonds as they be-
come due until all of said notes and/or bonds shall mature
and be redeemed. The taxes so levied shall be collected in
the same manner as other taxes are levied and collected
in said County.

SEC. 8. And be it further enacted, That Chapter 790 of
the Acts of 1945, be and it is hereby repealed.

SEC. 9. And be it further enacted, That this Act is
hereby declared to be an emergency measure and neces-
sary for the immediate preservation of the public health
and safety, and having been passed by a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
