then said bonds shall be issued and sold, but if a majority
of the votes cast shall be ''Against Bond Issuance", then said
bonds shall not be issued or sold.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed by a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly of Maryland, the same shall take effect
from the date of its passage.

(House Bill 181)
AN ACT to repeal and re-enact, with amendments, Sub-sec-
tion (3) of Section 142 of Article 77 of the Annotated
Code of Maryland (1943 Supplement), title "Public Educa-
tion", sub-title "Chapter 11. The County Superintendent
of Schools", as amended by Chapter 1026 of the Acts of
1945, eliminating the provision as to the Supervisor of
School Property in Montgomery County and his assistants.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sub-section (3) of Section 142 of Article 77 of the
Annotated Code of Maryland (1943 Supplement), title "Pub-
lic Education", sub-title "Chapter 11. The County Superin-
tendent of Schools", as amended by Chapter 1026 of the Acts
of 1945, be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

(3). There shall be employed in each county, at least one
statistical and stenographic clerk.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1947.
