and it is hereby authorized and empowered to acquire by
purchase or by condemnation in the manner prescribed
by Article 33A of the Annotated Code of Maryland (1933
Edition), title "Eminent Domain", any land within the
corporate limits of said municipal corporation upon which
to erect said building.

SEC. 20. And be it further enacted, That said municipal
corporation is hereby authorized and empowered to pass
such ordinances as may be necessary for the purposes of
this Act and for the management and protection of said
public hall or building and the use of the same.

SEC. 21. And be it further enacted, That this Act is
hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote,
supported by three-fifths of all of the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

CHAPTER 523.
(Senate Bill 256)

AN ACT to repeal Sections 1-30, inclusive, of Article 74 of
the Annotated Code of Maryland (1939 Edition), title
"Pilots"; and to enact in lieu thereof a new Article to
be known as Article 74 of said Code, title "Pilots".

SECTION 1. Beitenactcd by the General Assembly of Maryland,
That Sections 1-30, inclusive, of Article 74 of the Anno-
tated Code of Maryland (1939 Edition), title "Pilots", be
and they are hereby repealed.

SEC. 2. And be it further enacted, That a new Article
to be known as Article 74 of said Code, title "Pilots", be
and it is hereby enacted to read as follows:

1. The Board of Examiners of Pilots is a body politic
and corporate, and may appoint a register who shall enter
in a book to be provided for that purpose all applications
to and all other proceedings of the said Board and shall
countersign all warrants for pilots granted by the Board.
