Apportionment to Free Public Schools, (white,)

I respectfully submit, that "the cause or causes" of this
reduction, will be made apparent by the following statement :

Total balance of Public School Tax, September
30th, 1877, as shown by report of late Comp-
troller, statement L................................. $306,850 67

Of this sum there was apportioned to white and
colored schools, October 1st, 1877, as can be
seen by same statement............................ 144,617 00

Balance carried forward to next apportionment,

January 1st, 1878................................... 162,233 67

Receipts into the Treasury on account of Public
School Tax, from October 1st, 1877, to Jan-
uary 1st, 1878....................................... 48,414 82

'The two added amount to............................ 210,648 49

Apportioned to white and colored schools, and
for expenses of State Board of Education,
January 1st, 1878................................... 144,850 99

Balance carried forward to next apportionment, 65,797 50
Balance brought forward from January 1st,

1878.................................................... 65,797 50

Receipts into the Treasury from January 1st,
1878, to March 15th. 1878, on account cf
Public School Tax........................... 91,103 14

The two sums added, amount to................. 150,900 64

Apportioned to white and colored schools and

It will be seen by this statement that the balance carried
forward in the March apportionment is a much larger "re-
duction" of the two previous balances than has been made of
the two previous apportionments. The law recently passed
by the present General Assembly, and which went into ef-
fect on the day upon which the March apportionment was
made, and under which it was made, directs the Comptroller
to make the several quarterly apportionments as nearly equal
as practicable. I find, upon an examination of the receipts
on account of the Public School Tax for previous years, as
