14, 16 and 21, Chapter 77, of the Acts of the General Assem-
bly, passed at January Session, 1870, entitled an Act to in-
corporate the town of Frostburg, in Allegany County, andre-
enact the same with amendments, and to add two additional
sections thereto, numbered 34 and 35,
