Mr. Peter moved to reconsider the vote by which the amend-
ment to Section 4 was adopted.

On the question being put,

The motion to reconsider was decided in the affirmative.

Mr. Peter submitted the following amendment:

AMENDMENT PROPOSED.

Section 4, line 6, strike out the words "this State," after
the word "in," and insert "the City of Baltimore."

Which was decided in the negative, by yeas and nays, as
