upon the taxpayers of said town such sum of money as is ne-
cessary to give effect to and carry out the provisions of this
Act, not to exceed, as aforesaid, fifteen hundred dollars, pro-
vided not more than one-half the requisite amount shall be
levied in any one year.

Sec. 5. And be it enacted, That this Act shall take effect
from the date of its passage.

Which were adopted.

Said bill, as amended, was then read the second time.

The President presented to the Senate the following com-
munication from the Comptroller, with accompanying pa-
pers :

TREASURY DEPARTMENT,

Annapolis, Feb. 5th, 1878.
Hon. Edward Lloyd, President of the Senate Maryland:

In compliance with' an order of the Senate, dated January
30th, 1878, and in conformity with Section 138, Article l, of
the Code of Public Local Laws for Allegany County, I beg
leave to transmit to the General Assembly all the reports
from the National Koad which have been transmitted to this
Department.

Comptroller.

Which were read, and referred to Senators Combs, of Alle-
gany, Welfley and Steiner.

Senate bill entitled an Act to provide for the payment of
the salary due the Secretary of the State Board of Health for
the year ending December 31st, 1877,

Being upon its second reading,

Mr. Bannon moved to strikeout the enacting clause of said
bill.

Pending the consideration of said motion,

Mr. Cooper moved that the further consideration of said
bill be postponed until to-morrow.

Which was decided in the negative, by yeas and nays as
follows :
