so closely inter-woven with those of Great Britain, not only in the conduct of
this war but with regard to post-war problems, as to be almost identical.

Mention has been made of the Atlantic Charter. Here, in the presence of
the representatives of the States that compose the Federal Union, it is fitting,
too, to re-assert to the representative of the other signatory power, America's
determination to fulfill to the letter and to the limit the stipulations of that Pact.

On behalf of all the people of all the States we can ask our visitor to con-
vey to the people of this land, expression of the unity of purpose with which
America is determined to carry on its pledged all-out military and industrial
effort. At the same time it is well 'to re-affirm a second stipulation of that
Atlantic Charter, namely, that America will never, for a moment, entertain
thought of a separate armistice of peace with either Hitler or any of his de-
tested vassals.

Finally, it bears repetition, even though definitely understood, and may
serve to hearten anew the British people, when we again assert that the fight
in which we are joined with Great Britain and all the United Nations will go
on as long as may be necessary, at whatever cost in lives and wealth may be
entailed, until the domination of brutality is ended, until peace and decency and
the rights of the individual again become accepted standards throughout the
globe.

With the complete cooperation of Great Britain and our Allies, may God
grant that the end for which we are working and fighting may be achieved
quickly, so that the thousand million people now held in slavery or faced with
the threat of bondage, may once again feel free to seek their ultimate aims in
life in peace and without duress.

And, joined as we are with them in this great war effort now may we go
forward in equal harmony afterwards towards the solution of the gigantic
problems which the post-war period will bring.

Through humane, well-reasoned planning and decisions, and with the Eng-
lish-speaking peoples of the world taking the leadership, may we be able to
achieve a new world order, not based on force or brutality, but founded on a
code of justice and respect for the rights of every nation and race and in-
dividual. Only through a resultant peace of this nature can we hope to avoid
the recurrence of death struggles as the one in which we now are engaged. Only
through the complete cooperation of all the English-speaking peoples, likewise,
can such a peace of Justice be achieved and maintained.

In expressing to our honored guest, therefore, a heart-felt welcome from
all the peoples of all the States, I am sure that I but voice the sentiment of
His Excellency, the Right Honorable Viscount Halifax, the British Ambassador.
