elements that tug at the foundations of this free Country, despite all the fears
and doubts that may be raised, with evil intent, by disloyal persons in the
minds of the more credible of our people, America as we know and love it, will
weather the storm of internal and international crisis!

She will emerge, as she ever has done in the past, greater, more united,
more unassailable in her position as the bulwark of liberty and justice in a
world that will need a full measure of each if it is ever to recover completely
from the ills now being visited upon it.

In the light of all of the above, Law and the orderly processes of govern-
ment stand preeminent as our greatest guarantee of continued security. The
enforcement of Law is, therefore, not only desirable but absolutely necessary.
Governors of our Sovereign States are the logical and effectual authority of
final action in this all-important connection.
