the most advanced safety practices can be developed and made generally ap-
plicable in Maryland. Certainly such an objective is one to which we can ad-
dress ourselves with a great deal of satisfaction, and with a certainty that
the more conscientious the effort put into it, the greater the results that will
be achieved, both in the matter of reduction of accidents and the unhappiness
attendant upon them, as well as in the increase of effectiveness in the busi-
nesses concerned.
In these stiring times, with the tremendous demands put upon the produc-
tion facilities of our State and Nation, every man-hour lost through accidents
is so much valuable time that can never be regained. And we haven't any time
to lose if we are to be prepared adequately to meet the attacks upon our Ameri-
can system of Government, and our free American way of life, that loom so
threateningly upon the horizon.
