of Governor Herbert R. O'Conor 371

Forced to keep in mind, however, the one thought that is uppermost in the
minds of every American today—namely, our future in the field of world
affairs—we are brought to the realization that such an event as transpired in
St. Patrick's Cathedral furnishes the most striking illustration possible, of the
sharp contrast between this liberty-loving and peace-loving land of ours, and
those unfortunate nations abroad where no longer do they heed to Christ's
mandate to "Render to Ceasar the things that are Caesar's, and to God the
things that are God's. "

Many times over the space of the past few years have we read of the
tremendous demonstrations staged in those dictator-ruled countries, demonstra-
tions whose only purpose was to exalt the self-appointed rulers, and to parade
before the world the material gains and benefits that, allegedly, had been won
for the peoples of those countries. Never, however, in those same countries have
we read of demonstrations such as you enacted this morning—voluntary ex-
pressions of that allegiance to God and to His principles that alone can make
a nation enduringly great. I mean that allegiance, the absence of which, spells
doom for those misguided countries, just as surely as it spelt doom for the
great conquerors of the past who knew not God!

It is an inspiration, too, and I know it must be to you men who are pri-
marily responsible for it, to have here assembled the young women and men
who are the fortunate holders of scholarships established by your Department.
Here, indeed, is an activity of which you may well be proud, for if this self-
sustaining nation of ours, which has weathered the storms of nearly two
centuries, is to emerge unscathed from the difficulties that now beset it, that
emergence will be due in no small measure to the educational opportunities
that have made of these United States truly a land of opportunity for everyone,
and that today are preparing our young people for leadership; in the troublous
times that threaten to be with us and all the world for many years to come.

The "all-out" wars now raging across the seas, terrible as they undoubtedly
are, did not start with the pillaging of Czecho-Slovakia or the seizure of Den-
mark or Poland or Norway. Such developments, you might say, are but the
second phase of the Totalitarian assault upon the free countries of the world.
The first part of the conflict has been going on for years, being waged in the
class-rooms of those countries whose rulers felt it was their "destiny" to take
over management of affairs from those "lax" Democracies who could not
handle their own business successfully.

Let us make no mistake about it, either—that silent warfare in the class-
rooms has not been confined to the Totalitarian States. It has been all too
widespread here in our own Country, as perhaps many Americans recently
were shocked to learn, when investigation revealed the presence on the teaching
staffs of schools and institutions of high learning of persons who boasted of
their belief in foreign ideologies.

Like the double-edged sword of medieval warfare, the undercover battle
against authority, and 'against the integrity of our free institutions in this
Country, makes a two-pronged assault on the basic elements of our Constitu-
tion. Not only do these subversive teachers and their dangerous doctrines
promise Utopia, if our people surrender the capstone of the arch that is Free-
