and it is expected that every person needing hospitalization will then be cared
for.

Replacements, however, are necessary at the State Sanatorium which was
built many years ago and is of wood construction. I am recommending in the
Bond Issue an initial appropriation of $104, 000. 00 for the first wing and equip-
ment of a projected fire-proof hospital building. An additional sum should be
made available in the next budget which will complete the building. At that
time the patients now housed in the small open buildings will be moved to the
present hospital building and the patients therein will be moved to the new
building.

It is necessary also to provide $17, 000. 00 for equipment of the new build-
ing at Henryton, and $10, 000. 00 for staff cottages at Mt. Wilson. I am, there-
fore, recommending a total of $131, 000. 00 for the tuberculosis sanatoria in the
Bond Issue.

MENTAL DISEASE HOSPITALS

It is necessary to provide for an increase of 200 beds per year for white
patients and 100 for colored patients. There is also a waiting list for Rose-
wood State Training School and additional facilities should be provided there.
I am, accordingly, recommending for the hospitals for the insane and the train-
ing school for feeble minded a total of $806, 000. 00 in the Bond Issue. This will
be distributed as follows:

This construction will provide for the care of white patients who will need
hospitalization during the next two years. Most of these new cases will be
cared for at Spring Grove. The present populations and the increases are as

These increases provide for the care of the 670 additional patients noted

The per capita cost for all the institutions, except the Eastern Shore
State Hospital, is figured on the basis of $240. 00 per year. The Eastern Shore
State Hospital, because of the smaller population, requires a higher per capita
cost and for this institution the basis is $280. 00.
