Published and distributed a pamphlet containing daily stream flow records
on the square mile basis for major streams in Maryland for the period 1929 to
1937, inclusive, together with pertinent graphs.

Made field inspections of

Frostburg, Herrington Run, Beltsville and Greenbelt dams.
Potomac River, encroachment—Luke to Westernport.
Mink Hollow Diversion Project on the Patuxent River.

Prepared an outline for reports on inspections of existing and proposed
dams.

Prepared drawings of Savage River Dam seepage studies.

Summarized recommendations of review of Savage River dam.

Checked computations relative to stream flow data.

Prepared mass diagrams and draft storage curves for all streams to be
included in a forthcoming publication.

Checked data and prepared frequency diagrams for these streams.

Reviewed plans for a proposed dam across Givens Branch near Powellville
and subsequently approved the same.

Collected data necessary to adjust flow records of several streams where
significant diversions and let-downs existed. These data were necessary to
complete the project of stream flow calculations.

Received periodically daily residual flow records of the Patuxent River
below Mink Hollow to determine compliance with provisions in permit issued
by the Commission to the Washington Suburban Sanitary Commission.

At present the Commission is compiling statistical data relative to all
water supply reservoirs in Maryland in collaboration with the Soil Conserva-
tion Service of the Federal Government. The data will include the date of
construction, impounded storage, height of dam, lake area, drainage area,
spillway capacity, silting and other pertinent information.

The Commission is planning the following future activities:

The Soil Conservation Service is considering making reservoir silting
studies for several typical reservoirs of various sizes in Maryland. This work
will be done as a joint project with the Water Resources Commission of Mary-
land following the compilation of the above data.

Studies will be made in connection with additional water supplies of the
several United States Army Camps where extra increment of troops will be
trained in connection with the National Defense Program. Also, similar studies
will be made relative to certain industries.

Field inspections of dams, heretofore approved by the Commission or in the
process of construction, will be made, together with studies for proposed flood
protection and control.

PUBLIC WELFARE

Prior to 1939, administration of unemployment relief and other public
welfare activities was carried on by the Public Assistance Division of the Board
of State Aid and Charities, with funds derived from various kinds of temporary
taxes. Realizing that an adequate social welfare program is an essential gov-
ernmental function, your body, at its last session, established a State Depart-
ment of Public Welfare to administer the complete program. This depart-
ment was integrated with other State Agencies and its funds appropriated
from the general revenues of the State.
