The Maryland State School for the Deaf is generally admitted to be one
of the outstanding schools for the education of the deaf in the Country. One
hundred and seventy-nine children are being trained in the institution and
during the biennial period thirty-one students have been graduated. A majority
of these graduates are now out in the world and self-supporting.
Your body of 1939 provided $14, 000. 00 in the general construction loan
for structural improvements to the institution and for equipment. Some addi-
tional improvements needed will be provided for in the next general construction
loan.
PUBLIC LIBRARY ADVISORY COMMISSION
In the field of Professional Aid, work by the Maryland Public Library
Advisory Commission has been chiefly with -schools, although community
libraries are constantly supervised and improved. Efforts are being made to
improve local and school service by direction and training, stressing the im-
portance of acquiring a degree in Library Science from accredited Library
Schools by the person appointed as librarian. All of the large high schools
and many of the smaller ones have centralized school libraries, although they
do not all have qualified librarians. This makes supervision more difficult and
decidely slower. Also many elementary schools have been centralized.
MARYLAND STATE PLANNING COMMISSION
With the growing complexity of our community relationships, it is neces-
sary that thought be given to long-range planning of many public services.
The State Planning Commission, under the chairmanship of Dr. Abel Wolman,
has made and is making valuable contributions through studies of various
problems. In the last two years, the following reports have been completed:

Recreational Areas Study
The Problem of Local Legislation in Maryland
Flow Data and Draft Storage Curves for Major Streams
The Maryland State Planning Commission and the Water Resources Com-
mission of Maryland recently published a detailed and summary report of
stream flow data for 22 major streams in Maryland for the period 1929-1939,
inclusive.

Public Works Expenditures of Maryland
This survey, made by the Maryland State Planning Commission and the
State Department of Budget and Procurement, is a comprehensive long-term
program of the capital needs of all State agencies. This survey affords the
Governor, the Budget Director and the General Assembly the first compre-
hensive long-range capital improvement program as a guide for future capital
improvement budgeting and financing.
The compilation of a complete Gazeteer of Maryland, containing detailed
data and information on counties, cities, towns, villages, mountains, rivers,
bays, elevations, locations, highways, etc., to be used as an official State
reference manual.
