"Superintendent" the words "and provided that the
clerk to said Superintendent of Education shall not be
employed as teacher or otherwise in any capacity in
any of the public or normal schools of this State."

page 10, add "Which also may be construed to in-
clude service rendered twenty years prior to the pas-
sage of this Act in any academy or college supported
in whole or in part by the State."

apply to Garrett county only in so far as to oblige
that county to keep its schools open seven and one-
