where the present wooden bridge known as Sweetser's
bridge now stands.'
"Section 1. Be it enacted by the General Assembly
of Maryland, That the County Commissioners of Bal-
timore county and the County Commissioners of Anns
Arundel county, be and they are hereby authorized and
required to have erected and built a substantial iron
or steel bridge over the Patapsco River between Balti-
more county and Anne Arundel county at or near the
site of the present wooden bridge known as Sweetser's
bridge.
Sec. 2. And be it enacted, That the County Com-
missioners of the said respective counties immediately
after the passage of this Act shall contract with some
competent bridge engineer to prepare and formulate a
complete plan for the proper building of said bridges
accompanying the same with full and particular specifi-
cations in detail as may be necessary, setting forth the
kind and character of the materials to be used and the
work needed in the construction thereof and such
other information as may be required to the satisfac-
tion of the said County Commissioners of said coun-
ties, and shall accompany said plans and specifications
with a report in writing of his estimate of the probable
cost of building such bridges, and the time reasonably
reqtiired for the completion of the same. And it shall
be the duty of said County Commissioners of said
counties to consider such plans, specifications and re-
port of said engineer, and to determine upon adopting
or rejecting the same, and in their judgment to have
other and different plans and specifications made and
submitted by said engineer for their approval, each of
said Board of County Commissioners to have one vote
in determining all questions which may arise under
this or other sections of this Act.
"Sec. 3. And be it enacted, That upon the adoption
of a plan and specifications submitted by said engineer,
the said County Commissioners of said counties,
jointly shall immediately advertise for sealed pro-
posals to construct and build said bridge according to
said plans and specifications; a form of said proposals
shall be prepared and furnished any applicant there-
