ter 178 of the Acts of 1896, entitled 'An Act to incor-
porate the town of Ridgely, Caroline County, Mary-
land, by providing for the issuing and sale of bonds
by the Commissioners of Ridgely for erecting and
maintaining waterworks in said town and author-
izing the said commissioners to condemn such land as
may be necessary for the building of said works.' "
