control and to promote honest and intelligent business
methods in its administration. Moreover a painful
experience has shown conclusively that annual regis-
tration in Baltimore is an indispensable condition to
fair elections.

This is no time for re-actionary legislation in Mary-
land. Baltimore must now foster, not impair, public
confidence, both at home and abroad, in the honesty

and efficiency of its City Government. No moment
would be less fit than the present for us to abandon
the control of that government to partisan mismanage-
ment when we need all possible aid for the city's
credit and must offer every reasonable inducement for
capital to repair the ravages of the recent fire. The
League therefore requests that it be accorded a hear-
ing at an early date before any Committee to which
the said several bills may be referred.

All whereof is very respectfully submitted.

INTRODUCTION OF BILLS.

A bill entitled "An Act to repeal and re-enact sec-
tion 27 of Article 56, of the Public General Laws, so
far as the same applies to Prince George's county,
title 'Hawkers and Peddlers,' as amended by the Acts
of the General Assembly of Maryland 1892, chapter
410 and Acts of 1898, chapter 183 be and the same are
hereby repealed and re-enacted with amendments to
read as follows.

Which was read a first time, and referred to the
Prince George's delegation.
